The Daily Progress revealed last week that Albemarle resident Cynthia Neff, a retired IBM vice president of human resources, will challenge four-term Republican Delegate Rob Bell for his seat in the General Assembly. She tells C-VILLE that she decided to run in the waning weeks of the state legislature’s session. “I was so disappointed in the General Assembly and the lack of any kind of sense of a plan of dealing with the big issues that our state and our community face around jobs or transportation, the economy, education funding—all these kinds of things, and they’re worrying about whether you can carry a concealed weapon into a bar,” Neff says. She faces an uphill battle: Bell, a former prosecutor whose legislative agenda usually features a plate of tough-on-crime bills, had $479,000 cash on hand at the end of 2008, while Neff can’t raise money until her paperwork is filed.
