The skinny: In order to complete the road network for Biscuit Run, the largest residential development in county history with 3,100 units, developers got approval from the county Planning Commission for three stream crossings.

Next step: Keep working on design and engineering plans. “The market conditions right now are such that we’re not expediting the beginning of construction,” says Steve Blaine, the attorney representing the project. “Once the investors pull the trigger on that step of the process, it’s hard to throw the switch off.”

How it fits into the larger picture: Another sign that the housing market isn’t going to recover overnight.
